About this project

Q1 What is the purpose of this project?
This project subsidizes a portion of the usage fees for children who do not attend school during the compulsory education stage and attends free schools, etc., so that children who are unable to adapt to school life and find it difficult to survive can grow up as themselves. By doing so, the aim is to reduce the financial burden on parents.
Q2 What kind of facilities are “free schools, etc.”?
Generally speaking, it refers to a private facility that provides learning activities, educational counseling, hands-on activities, etc. for children who do not attend school. Their scale and activities vary widely, and they are established and operated under the autonomy and initiative of the private sector.

Q9 My father has a contract with a free school, etc. In this case, can the mother be eligible for the grant?
Parents who have a contract with a free school etc. are eligible for the grant. Therefore, in this case, the father is eligible for the grant.
If the mother is in contact with the school on a daily basis, the mother's name must also be included in the application.
Q10 I am currently working outside Tokyo and do not live with my children. Can I still qualify for the subsidy?
You can become eligible for the subsidy by submitting documents that confirm that you are moving from Tokyo to outside of Tokyo.
In addition, if you do not live with your child, you will need to enter the name of the person currently living with your child on the application form.

Q12 My grandmother, who does not have parental authority, has signed up with a free school. In this case, can my grandmother be eligible for the grant?
As a general rule, you cannot be eligible for the grant unless you have parental authority.
However, if the parent has difficulty paying the usage fee, they may be eligible for the subsidy.

Q13 Why can I be eligible for the subsidy only if I have a contract with a free school, etc.?

About the free school etc. you attend

Q16 I attend a free school, etc. outside of Tokyo. Will I be eligible?
The location of the free school, etc. is not a requirement for the grant.
Q17 Are international schools eligible?
A The requirement for the subusidy is that the facility's primary purpose is to provide support for students who are not attending school.
Q18 Are online schools eligible?
Since the subsidy requirement is that the facility be a day-care facility, it is not eligible.
Q19 I attend a free school that combines online and day schools. Is this applicable in this case?
Courses that are based on a day-to-day course and that use online support as a supplement depending on the child's condition are eligible.
Even if it is a day-care facility, if you are choosing a course that involves activities only online, you will not be eligible.
Q20 I attend a free school that has daytime and nighttime courses. If I choose a Sunday-only course or an evening-only course, am I eligible?
Not applicable.
Even if it is a day facility, the subsidy requirement is that the child attends the facility primarily during the day.
Q21 Why is it a requirement to attend the facility during daytime hours?
This is because this project aims to support children and students who find it difficult to attend school to work in a "third place" other than school and home.
Q22 I am planning to attend a free school, etc. that is scheduled to open in the future. Will this apply?
Facilities that are open in the month in which the grant begins can apply.
Q23 What kind of facilities are “facilities whose main purpose is to support school refusals”?
This facility accepts children who are not attending school and provides them with psychological care and learning.
Q24 I attend a free school that supports children who do not attend school, but there is no information to that effect on the free school's website. Is this applicable in this case?
When applying for grant, it is necessary to submit documents that confirm that the facility is ``a facility whose main purpose is to support truancy.''
Materials other than the homepage (brochures, articles of incorporation, etc.) may be used. Please ask the free school etc. to prepare the materials.
Q25 Are schools that offer diversified learning (so-called truancy special schools) eligible?
Diversified learning schools are not eligible as they are stipulated in the School Education Act.
Q26 Are free schools that only hold events eligible?
The facility is not eligible because it must be continuously open as a day-care facility.

Regarding eligible expenses (usage fees)

Q27 What kind of expenses do “usage fees” specifically refer to?
This is a fee paid periodically or each time you use the service to attend a free school, etc.
However, in addition to the enrollment fee, fees paid separately from usage fees (facility operating costs, teaching materials costs, event participation fees, etc.) and transportation costs to and from the facility are not eligible for the grant.
Q28 Is the subsidy a fixed amount of 20,000 yen per month?
Subsidies are not fixed payments.
We will pay the application amount (grant amount decided) up to a maximum of 20,000 yen per month.
However, if the amount actually paid to the free school, etc. is less than the application amount (determined amount for grant), the amount actually paid will be paid.
Q29 Are the usage fees paid in the month of application eligible for the subsidy?
As a general rule, applications must be made from the 1st of the month before the month in which the subsidy starts to the last day of the previous month, but applications can be made retroactively up to the usage fee for April 2024. However, the timing of subsidy payment varies depending on when the application was submitted.

Q30 My receipt from a free school etc. does not say "usage fee", but is it eligible for the subsidy?
It does not necessarily have to be written as "usage fee," but if it cannot be confirmed that the expense corresponds to "usage fee," it may not be eligible for the subsidy. For details regarding receipts, etc., please check pages 5 and 6 of the Usage Status Report User Manual.

Q31 If I attend multiple free schools, are the usage fees for any of them eligible for the subsidy?
Children attending multiple facilities are also eligible for the subsidy, but the maximum subsidy amount is 20,000 yen per month per child.
Q32 If I attend multiple free schools, how should I apply?
You can apply for multiple free schools, etc. until the total application amount per month reaches 20,000 yen (*).
(If the application amount per month exceeds 20,000 yen (*), you do not need to apply for the second or subsequent free school.)

If the document has multiple pages, such as a pamphlet, please submit the document with the cover page and the area where the usage fee structure is clearly visible.
If it is a single piece such as a flyer, please submit the entire flyer.
Q37 There are documents (brochures, articles of incorporation) that can be used to confirm that the main purpose of the activity is to support children who do not attend school, but what exactly should I submit?
If the document has multiple pages, such as a pamphlet, please make sure that you can clearly see the cover page of the document and the part where it is written that ``the main purpose of the activity is to support children who are not attending school.''

About online application

Q38 Can I apply online only after I have all the confirmation documents (Form 2) from free schools, etc. and identity verification documents?
You can fill out the application form before you have all the necessary documents, but filling out the application form alone will not complete your application.
Please note that your application will be completed by not only filling out the application form but also uploading your application documents.
Also, you can temporarily save the information by entering it halfway and pressing "Save and Next", and you can resume inputting from where you left off.
Q39 I would like to apply for two children. Do I need two My Pages?
You can apply for multiple children on My Page, so there is no need to create a My Page for each child. Please note that an application form must be completed for each child.
When the application for the first person is completed, the "Apply" button at the top of the screen will change to "Application for 2nd and subsequent persons" and you will be able to register the second person.
Q40 If I attend multiple free schools, how should I enter information?
In the application form, click the ⊕ button for "Input about the second and subsequent free schools, etc." at the bottom of the page "3. Free schools, etc. that you plan to attend (or are currently attending)". Please enter information about the following free schools.

Please enter only if any of the following apply.
① If the total monthly usage fee (tax included) or average monthly usage fee (tax included) of the first free school etc. is less than 20,000 yen​
② Grant application entered in the first step If you are planning to attend another free school, etc. during a period other than this period
(*) If there is a deduction amount, the amount will be removed.
Q41 The application amount/grant application amount per month is not displayed. (A hyphen (-) will be displayed.)

Q42 Once I have completed my online application, what should I do if I want to modify the application details?
You cannot change the status of "Reception Completed" on My Page. If you find any input errors or changes, please contact the office.

Q43 My online application has been completed, but the status is not "Application Completed" but "Reception Completed". In this case, has the application not been completed yet?
When the online application is completed, the status on My Page will change to "Reception Completed".
After that, the status will change to "Confirming contents" and the secretariat will confirm the input contents and documents.
Once the content confirmation is complete, the status will change to "Application Completed".
You will not be able to proceed to the review unless the status changes to "Application Completed", so please check your My Page regularly even after completing your online application (it will become "Application Completed" approximately within 3 weeks of application).
Q44 After applying, the status of my page has not changed from "Confirming details". Please tell me the situation.
For applications whose status is "Confirming contents", please wait as the secretariat will review the input contents and documents one by one.
When "Application Completed" is displayed, it means that the confirmation of the contents of the documents has been completed. Please wait until you receive the screening results.
*If there are any deficiencies in the application content, we will contact you via email and ask you to make corrections.
*If the status does not change to "Application Complete" even after 3 weeks have passed since you applied, please contact the secretariat.

Q45 Is it possible to re-check the images and PDF files of the uploaded documents after applying?
In principle, it is not possible to check the uploaded documents after applying. Please be sure to keep the documents you uploaded at the time of application.
The application form can be checked from the "Application/Payment Status" column on the top page of My Page.
Q46 When performing public personal authentication, my electronic signature certificate (6-16 digit signature password) was locked. What should I do?
The signature password can be initialized.

Payment method

Q47 When will the subsidy be paid?
After quarterly performance reports and a review, grants will be awarded by the end of the following month.
The scheduled payment months for each quarter are as follows.

Q48 Does the subsidy payment account need to be in the name of the subsidy recipient (parent)?
The account must be in the name of the recipient of the grant.
Q49 Can I receive the subsidy in cash?
Payments can only be made by transfer to financial institutions such as banks.
Q50 If I do not have a receipt for the usage fee paid to a free school, etc., are there any documents that can be substituted?

Q51 What should I do if the amount listed on my receipt includes something other than the usage fee?

Q52 I paid the usage fee for March 2025 in April. Will a subsidy be provided in this case?
Usage fees paid to free schools, etc. by March 31, 2025 are eligible for payment. Please note that this case is not eligible for payment.
Q53 If I am eligible for the subsidy starting from April, do I also need to prepare information about my attendance at free schools, etc.?
It is necessary to create one for each month eligible for the subsidy. Please ask free schools, etc. to create monthly forms starting from April.

Q60 When applying for the grant, do I need to apply to the school I am enrolled in?
There is no need to notify your current school at the time of application. In addition, after the issuance decision is made, the applicant must submit the quarterly "School Status Report" to the school where the student is enrolled.
