Subsidy recipients
Parents (2) of children (1) who meet all of the following requirements are eligible for the subsidy.
(1) Requirements for children
- ①Elementary and junior high school students residing in Tokyo who are absent from school (regardless of the number of days absent, but who are unable to attend school due to some psychological, emotional, physical, or social factor or background).
- ②Attending a free school etc. during the day (including those planning to attend)
- *Use only at night or on holidays is not eligible.
(2) Requirements for guardians
- ①Parental authority for children living in Tokyo (or guardian of minors if no parental authority is available)
- *There are other cases that are eligible, so if none of these apply to you, please contact our office.
- ②Those who pay fees for free schools, etc.
- ③Those who can keep in contact with the school their child attends on a daily basis
- *If ② and ③ are different people, you can apply by providing the name of ③.
- ④In the past, the applicant has not had a grant decision for a project revoked by the national government, prefectural government, municipal government, etc., for reasons similar to those stipulated in Article 15 (2), (3), or (4) of the grant grant guidelines.

Privately established and privately operated day care facilities that meet all of the following criteria are eligible. However, this does not include facilities that have been established or approved by law, such as after-school day care services and facilities established by wards, cities, towns, and villages.

- A daycare facility whose main purpose is to support students who are not attending school
- Striving for the healthy development of children
- Ability to cooperate and collaborate with the school and board of education in which the child is enrolled
- Be able to report your child's monthly attendance status to the school
- In principle, facilities that are open at least one day a week and are not open only at night or on holidays
- Proper information is provided to parents regarding the operation status and fee structure.
- A facility that does not exclusively serve relatives of the facility operator (as defined in Article 725 of the Civil Code (Law No. 89 of 1896)), and where children and students other than relatives of the facility operator attend the facility.
- Be able to agree to hearings and on-site inspections by the Tokyo Metropolitan Government
- The primary purpose of the activity is not political or religious activity.
- Facilities that are not operated by an organized crime group, and there are no members of an organized crime group.
Subsidy amount
We will subsidize up to 20,000 yen for usage fees for free schools, etc. *Registration fees, facility maintenance fees, teaching materials fees, etc. are not covered.
Case 1
When the monthly usage fee is 30,000 yen (tax included)
Of the 30,000 yen usage fee, the maximum subsidy amount will be 20,000 yen.
Case 2
When the monthly usage fee is 15,000 yen (tax included)
Since the usage fee is less than 20,000 yen per month, the usage fee will be the subsidy amount.
*Please note that if you are receiving subsidies for free school or similar fees from outside the Tokyo Metropolitan Government,
you may not be eligible for this subsidy. Please contact the administrative office for more information.*
Subsidy application acceptance period
May 27, 2026 – February 12, 2027
You may apply retroactively for expenses from April 2026, as long as it is before the final application deadline (February 12, 2027).
However, the timing of subsidy payments varies depending on when the application is submitted.

Payment period
The subsidy will be paid quarterly.
To receive the payment, you will need to submit a usage report verified by your child's school. Click here for information on usage reports.
