Objectives of this project

The purpose of this project is to reduce the financial burden on parents by subsidizing part of the fees for children who are not attending school during compulsory education and who attend free schools, so that children who are unable to adapt to school life can grow up as they are.

Another purpose is to have parents share the attached report on attendance status (which is required to be prepared by free schools etc. once a quarter as a general rule, and describes the monthly attendance status and activities) with the school the child is enrolled in, thereby building a system of collaboration and cooperation with the school.

We ask free schools and other organizations to cooperate with us in preparing the necessary paperwork.

Free schools, etc.

  • A "Free School Confirmation Form" will be prepared and provided to the applicant.
  • Prepare a "Daycare Status Report Appendix" and provide it to the applicant (prepared monthly)

You will be required to submit documents such as a confirmation of free school enrollment. This applies to privately established and operated day care facilities that meet all of the following criteria, except for facilities established and approved by law, such as after-school day care services and facilities established by municipalities.

  1. A daycare facility whose main purpose is to support students who are not attending school
  2. Striving for the healthy development of children
  3. Ability to cooperate and collaborate with the school and board of education in which the child is enrolled
  4. Be able to report your child's monthly attendance status to the school
  5. In principle, facilities that are open at least one day a week and are not open only at night or on holidays
  6. Proper information is provided to parents regarding the operation status and fee structure.
  7. Facilities that are not intended only for relatives of the facility operator
  8. Be able to agree to hearings and on-site inspections by the Tokyo Metropolitan Government
  9. The primary purpose of the activity is not political or religious activity.
  10. Facilities that are not operated by an organized crime group, and there are no members of an organized crime group.

*As this subsidy is awarded after an application is submitted by the parent/guardian and then reviewed by the Tokyo Metropolitan Government, please refrain from providing information on your website or other media that could lead to the misunderstanding that your facility is eligible for the subsidy. Depending on the content, this may conflict with the requirements for free schools, etc., as stipulated in Article 4 (6) of the Subsidy Guidelines.

What is a free school confirmation letter?
  • The Free School Confirmation Letter is a document used to confirm that the free school meets the requirements for the subsidy program and the details of the fee plan used by the parents. It must be completed for each parent.
  • If a parent requests that a document be created, the free school etc. should create it and give it to the parent.

Regarding monthly usage fees

  • Please enter the price as stated on the website etc.
  • Membership fees, facility maintenance fees, teaching materials fees, etc. are not covered.

About the applicant

  • The applicant (guardian) must be the person who pays the fees for the free school, etc.

Regarding attached documents

  • You will need to submit "documents that confirm that your primary purpose is to support children and students who are not attending school" and "documents such as a fee schedule."
  • When submitting documents, please make sure that the relevant notation is clearly visible.

Common mistakes on receipts

  • The payer's name on the receipt is the child's name
  • The receipt does not state the month of use
  • The payment amount on the receipt includes fees other than the usage fee, such as teaching materials and equipment fees, but there is no breakdown, so the usage fee cannot be identified.
  • The receipt only has the date of issue, not the date of payment. (The receipt's date of issue is the date of receipt, so it is not the date of payment.)
